Deliberación y participación: senderos electrónicos

Resumen

Este trabajo describe cómo se puede utilizar el Modelo de Democracia Deliberativa en el marco de las Tecnologías de la Información y de las Comunicaciones  para lograr un mayor consenso y legitimidad a la hora de la toma de decisiones políticas. Para ello, discutiremos el Modelo Deliberativo y cómo se le pueden agregar mecanismos de participación ciudadana que palien sus posibles problemas de desarrollo real y le den un valor añadido por la inclusión de estratos sociales que, en la práctica, no son tenidos en cuenta por este modelo. Por último, veremos cuáles son las herramientas electrónicas que ayudan a generar las condiciones para el modelo deliberativo, pero no deteniéndonos únicamente en internet, sino en otras tecnologías que pueden complementar a la Red.
